He is stuck with the lousy pro union state government we have here in Massachusetts. Any time a contract deadlock makes it to arbitration the unions win. The unions know this, and they will not be "talked" into signing a lesser deal. They will hold out for years if necessary. You want to fix that it needs to be done at a state level which means a wholesale clear out of the massachusetts democratic hackery in the patronage appointment system.
